Fixed Base SDK and Deployment Target for Library projects (MapView and Proj4) and sample projects.
Base SDK is set to Latest iOS.
Deployment Target is set to 3.0.

the slave map with the zoom level of the master map.

Without this fix, the slave map zooms the opposite way of
the master map.
